Kurzfassung
ESPDint aims to implement a “customised” ESPD (European Single Procurement Document) service into existing software solutions of 8 tendering/pre-qualifications platforms in Germany (e-Vergabe and Pöyry), Greece (ESIDIS e-Procurement system), Netherlands (Pianoo), Portugal (SPMS tendering system and Vortal platform), Spain (SMS tendering system) and Denmark (DTI service). This is a means to support better compliance with the current European and national public procurement regulations.
ESPDint...ESPDint aims to implement a “customised” ESPD (European Single Procurement Document) service into existing software solutions of 8 tendering/pre-qualifications platforms in Germany (e-Vergabe and Pöyry), Greece (ESIDIS e-Procurement system), Netherlands (Pianoo), Portugal (SPMS tendering system and Vortal platform), Spain (SMS tendering system) and Denmark (DTI service). This is a means to support better compliance with the current European and national public procurement regulations.
ESPDint will provide added value to economic operators and contracting authorities by significantly reducing bureaucracy in public procurement by implementing an electronic version of the ESPD that is usable above and below threshold and that adds the possibility to request and submit the actual evidences through a Virtual Company Dossier VCD (or enabling contracting authorities to retrieve them from a pre-qualifications database). A connection to e-Certis will be an integral part of ESPDint implementations (except Dutch and Portuguese implementations).
ESPDint will demonstrate interoperability with other country implementations, with the EC (European Commission) open source implementation and with the e-SENS project open source implementation. It will further ensure full compliance to the EU Directives on public procurement (2014/25/EU and 2014/24/EU) and the CEF eProcurement DSI.
