Urban logistics is a topic with growing relevance for economic, environmental and social issues, especially in cities and densely populated areas. While the demand for the commercial use of the public inner-city road networks increases constantly, strategic concepts that ensure its efficient and effective utilization and also take into account the possible mitigation of various negative externalities are lacking. While the demand for the commercial use of the public inner-city road networks increases constantly, strategic concepts that ensure its efficient and effective utilization and also take into account the possible mitigation of various negative externalities are lacking. We address the institutional setting introducing a framework of urban logistics from the focal point of a public good. Within this framework, we identify the relevant protagonists and discuss their individual or collective interests. Furthermore, we discuss how they are interconnected and, most importantly, what their negative and positive contributions are to a welfare-optimizing but also sustainable flow of goods within an urban setting. While companies have received a high amount of attention in the past, we will extend our focus to include the less-developed area of municipal governmental structures and the toolbox available to them.
