The Open Digital Rights Language (ODRL) aims at providing a foundation for interoperable DRM systems. Since its specification does not define any formal semantics, ODRL licenses are prone to misinterpretation. In order to address this issue, this paper presents a transformation of the ODRL vocabulary to the semantic web language OWL. By doing this, the semantics of an ODRL license is made explicit.
