Nevertheless there are factors from which Germany saves money because of the Euro-Crisis. This research paper as also Boysen-Hogrefe pub-lished some results on savings because of the run into the "safe haven", the government bonds of Germany. This paper describes a way analysing savings by using the CDS spreads. The calculated results are at a minimum of more than 40 billion at the beginning of 2014 and they will rise. This leads to further discussion of public spending and also structure of spending. In the Eu-ropean Union and in particular in Germany innovation and entrepreneurship as investment in R+D is discussed. On European level Lisbon Agenda exists. In Germany investments in R+D is focused. The further aspect is the debt break government has to fulfil and not only on the level of Federal Government but also in the states.
